Thank you for your interest in becoming an In-Home Supportive Services (IHSS) provider. You have been scheduled to attend your in-person orientation appointment and you will receive your appointment notice within 2-7 days.

As part of being an IHSS Provider, you are automatically represented by Service Employees International Union (SEIU) Local 2015 for wages, benefits and certain terms of employment. You are also eligible to join the SEIU Local 2015 as a union member. For information regarding SEIU 2015 member benefits, visit them at https://www.seiu2015.org/ or you can call the Member Action Center at 855-810-2015.

Before becoming an IHSS provider you must complete all the steps in the order listed below:

Step 1: Watch Online Orientation Video
All providers must view the Provider On-line Orientation Video to become knowledgeable in the services you will be providing to your consumer.
Step 2: Attend Your In-Person Appointment
The appointment includes a 30-minute SEIU Local 2015 membership presentation and the collection of required provider enrollment documents.
Print and submit the Provider Enrollment Forms during your scheduled appointment.

If you are not able to print the forms above, upon request, a copy will be provided to you at your in-person appointment.
Step 3: Get a Background Check
You are required to pass a criminal background check through the Department of Justice (DOJ):
 
  • You must print and take the Request for Live Scan Service form with you to your fingerprint appointment at one of the DOJ approved Live Scan sites.
  • A list of approved sites can be found on the DOJ website at www.oag.ca.gov/fingerprints/locations.
  • You must call your selected site and make an appointment to have your fingerprints taken.
  • It is your responsibility to make an appointment and pay for this.
  • Prices vary depending on location.
If you are not able to print the Request for Live Scan Service form , upon request, a copy will be provided to you at your in-person appointment.

Register for Electronic Timesheets
As an IHSS Provider, you must use one of the two options below to complete and submit your timesheets:
  • To register for electronic timesheets on the Electronic Services Portal (ESP), visit www.etimesheets.ihss.ca.gov.
  • To register for telephonic timesheets, call (833) 342-5388 (select option 3).

Electronic Visit Verification (EVV) Requirement for Non-Live-In Providers
Beginning July 1, 2023, all IHSS providers who do not live with their recipient are required to check in and check out at the beginning and end of each workday and indicate if services are being provided in the recipient’s home or community. Live-in providers are not required to check in and check out.
Non-live-in providers are able to check in and check out using the:
  • New IHSS EVV Mobile Application;
  • ESP; or
  • Telephone Timesheet System (TTS) using the recipient’s landline telephone to call (833) 342-5388.
Online training webinars are available which provide an overview of the different systems that providers can use to check in and check out. The webinar sessions began in April 2023 and will continue throughout the year. Providers can visit the CDSS EVV Training and Webinars website to find a session.

Enroll in Direct Deposit
On July 1, 2022, State law changed, that requires you to use Direct Deposit or use a pay card option to have your paycheck automatically deposited into a bank account or loaded onto a pay card of your choice.
Signing up for Direct Deposit:
  • Option 1 - If you are registered on the ESP, log into your account:
  • From the Main Menu select the Financial tab; and
  • Select Direct Deposit, then select the Direct Deposit Entry option and follow the instructions to complete the enrollment process.
  • Option 2- If you are not using the ESP to enroll, you must complete and return the SOC 829, Direct Deposit Enrollment/Change/Cancellation form and mail it to the address provided on the form.*
*Note: A separate SOC 829 enrollment form must be completed for each recipient for whom you provide IHSS services.

Complete Forms W-4 and DE-4
After you are issued your first paycheck, print out the forms below, complete, and mail back to the IHSS office. The forms are available at the links below. If you are not able to print out the forms, contact the IHSS Helpline at (888) 822-9622 and the two forms will be mailed to you.
  • Form W-4 Only turn in the original form with signature. Copies are not accepted.
  • When completing the W-4 form enter the IHSS recipient’s case number in the field (Employer Identification Number - EIN)
  • Form DE-4 Only turn in the original form with signature. Copies are not accepted.
  • When completing the DE-4 form enter the IHSS recipient’s case number in the field (California Employer Payroll Tax Account Number)
